Chief Compliance Officer, Solaris Health

As Chief Compliance Officer, Melissa Paper oversees the Compliance and Privacy programs at Solaris Health and promotes a culture of compliance.

Previously, Paper served as the Vice President of Healthcare Compliance for MCRA, LLC, a world-wide consulting firm and clinical research organization, where she served as a healthcare compliance subject matter expert and helped to build compliance, privacy, and cybersecurity programs for clients. The majority of Paper’s career was spent with Tenet Healthcare, where she was progressively promoted throughout her tenure. Starting off as a Hospital Compliance and Privacy Officer for Palmetto General Hospital, located in Florida, to becoming the Market Lead for 5 Miami hospitals, to being promoted to Regional Compliance Director, and then finally serving as the Senior Director of Compliance responsible for Enterprise Privacy/Security and Revenue Cycle Compliance, while supporting a region of hospitals, practices and ambulatory facilities.

She is a highly accomplished compliance and privacy leader with 20+ years of experience in leading healthcare ethics, compliance, and privacy programs.  Paper has extensive experience with managing regulatory activity, whether it be from a State or Federal agency. This includes experience with Office of Inspector General (OIG) Medicare Compliance Reviews, Comprehensive Error Rate Testing (CERT),Targeted Probe and Educate (TPE) audits, surveys and investigations, enforcement actions including fines, civil monetary penalties, Corporate Integrity Agreements (CIAs) and Non-Prosecution Agreements (NPAs).  In addition, Paper has experience with investigating and resolving concerns related to Stark, Anti-Kickback, EMTALA, HIPAA, CCPA, GDPR, State Privacy Laws, Foreign Corrupt Practices Act, and 3rd Party Risk Management.  As a Privacy Officer, Paper has experience with cybersecurity event management and HIPAA breaches involving >500 patients.

She has a Juris Doctorate and a Master’s Degree in Public Administration from Pace University, and a Bachelor’s Degree in Political Science from the University at Albany. Paper has also achieved Certifications in Healthcare Compliance (CHC), Privacy Compliance (CHPC), and Research Compliance (CHRC).  Lastly, Paper is a member of the Florida Bar.
